When it got close to 2 PM when the parade was supposed to start, they announced the parade would start at 3 PM. When it got to 3 PM, they announced it would start any minute. A lot of minutes went by before the announcement came that The Parade Has Left The Capital. It was nearly 4 PM before the the honor guard reached us.

The day had started out reasonably warm but during our wait the temperature dropped, my feet and hands began freezing.
